About Spero Corporation

Spero Corporation is an engineering and environmental consulting firm based in Simpsonville, South Carolina, just southeast of Greenville. Stan Johnson, a professional engineer, founded the firm in 1990. Its clients are mainly lenders, developers, investors and real estate professionals, and the firm says most of its work comes from repeat clients and referrals.

The firm’s working rule is that licensed professional engineers perform or supervise every project. Johnson, a Clemson engineering graduate, runs operations and directly supervises the consulting, engineering and site assessment work. Beyond the P.E., he holds AHERA asbestos inspector accreditation, EPA radon certification and wetlands delineator certification, and is a member of ASTM, the body that writes the Phase 1 and PCA standards.

Spero covers more ground than a pure environmental shop. Alongside Phase 1 Environmental Site Assessments and property condition assessments, it does geotechnical engineering, construction materials testing and third-party special inspections. For a developer, the same firm can handle pre-acquisition diligence and the testing and inspections during construction.

Services Offered

Phase 1 Environmental Site Assessment

Spero performs Phase 1 ESAs under the EPA’s All Appropriate Inquiries rule (40 CFR Part 312) and ASTM E1527. The scope follows the standard: a site inspection, a look at adjoining properties, historical research using fire insurance maps, aerial photos and city directories, regulatory database review, and interviews with owners, tenants and agencies. The goal is to identify any Recognized Environmental Conditions.

Every Phase 1 includes a Tier I vapor encroachment screening to ASTM E2600-15. That matters because vapor intrusion is a common reason a lender asks for more work. Spero also handles lender-specific scopes: Standard & Poor’s protocols, SBA and HUD requirements, forestland and rural property to ASTM E2247, and reduced scopes such as transaction screens (E1528) and the SBA Records Search with Risk Assessment.

One thing to confirm on your quote: Spero’s Phase I page cites E1527-13 in one place and “the most current ASTM E1527” in another. The current standard is E1527-21, and most lenders now ask for it by name, so check that your report will be issued to E1527-21.

Phase 2 Environmental Site Assessment

If a Phase 1 finds a REC, Spero does the follow-up Phase 2 work in-house: soil and groundwater sampling and materials testing. The firm lists environmental drilling and testing as its own service line, and its project list includes Phase I/II assessments at several brownfield sites.

Property Condition Assessment

Spero performs PCAs to ASTM E2018 unless a client directs a different scope. The assessment covers structural, architectural, mechanical, plumbing and electrical systems. It produces cost estimates to fix deficiencies, plus projected replacement and maintenance costs over the loan term. Spero itself notes that PCAs are cheapest when ordered together with the Phase 1, since one site visit serves both reports.

Other Environmental and Engineering Services

  • Asbestos, lead paint and mold inspections
  • Underground storage tank closure assessments, including former gas stations
  • Wetlands delineation and environmental permitting, including Title V air permits
  • Geotechnical engineering for retail, restaurant and car wash developments
  • Construction materials testing, earthwork and third-party special inspections

Service Area

Spero works from a single office in Simpsonville. Its Phase I page names Greenville and Upstate South Carolina, and that is the area recorded on this listing. The firm’s About page says it serves clients across the southeastern United States, and its principal has worked on sites in more than twenty states. If your property is outside Upstate South Carolina, ask Spero directly whether the field work is staffed from Simpsonville.

What to Expect

Spero quotes per job. Its website publishes no price range for any service. Property type, size, site history and lender requirements will set the number. For typical market prices, see our South Carolina Phase 1 ESA cost page and the property condition assessment cost guide.

If you need both reports, ask for the Phase 1 and PCA priced together and separately. Spero itself says the pair is cheapest done together, and you only see the saving if you ask for the combined number.

What to Provide for a Quote

  • Property address, type and approximate square footage or acreage
  • Your lender, and any report standard or format it requires
  • Whether you need a Phase 1 alone or paired with a property condition assessment
  • Your closing date and the date you actually need the report
  • Any prior environmental reports, and known past uses such as fuel storage or dry cleaning

Best For

  • Upstate South Carolina transactions where a local firm can get to the site quickly
  • Lender packages needing both a Phase 1 and a PCA, from a firm where a P.E. supervises both
  • Former gas station and UST sites, where Spero has specific closure assessment experience
  • Developers who will need geotechnical work, materials testing and special inspections once the deal closes, from the same firm that did the diligence
