A property condition assessment answers the question the other two due-diligence reports do not: what will this building cost me to keep running? A PCA Is Priced Per Square Foot, Which Makes the Band the Wrong Unit

Exactly one firm in our directory of 70 publishes a PCA rate card: Florida Commercial Building Inspectors. It is also where the $1,250 to $10,000 figure at the top of this page comes from. What makes it worth reading is not the range, it is the unit: the firm quotes per square foot, by building type, and publishes worked examples.

The rate card and the band disagree above about 67,000 sq ft. At $0.15 a square foot, an office building crosses the $10,000 top of the published range at 67,000 sq ft, and keeps going. Both figures come from the same vendor. So the band describes the small-to-mid buildings it was written for, and stops being useful on anything larger. Multiply the rate instead.

Two more things the same rate card states: a warehouse assesses cheaper than an office of identical size, because there is less building per square foot to inspect, and a 50-year-old building can cost up to 25% more to assess than new construction of the same size. Age and use move the number, not just area.

Why one rate card is not a market

It is a single Florida firm. We are publishing its figures because they are real, sourced and specific, not because one vendor sets a national rate. Compare the evidence behind the other two reports: the Phase 1 ESA band is the median of prices 12 tracked providers publish on their own sites, and the ALTA survey band is editorial but has real provider figures to check against. This one has one source, so treat the band as a sanity check on a quote and nothing more.

What a PCA actually covers

ASTM E2018-24 is the governing standard. It took effect in 2024 with more than 140 revisions to the 2015 edition, and it is the most cited US standard for transactional building assessments. A baseline assessment is a walk-through survey plus document research, reporting on the primary systems:

  • Structure and foundations
  • Roofing and building envelope
  • Mechanical, electrical and plumbing
  • Fire protection and life safety
  • Vertical transportation
  • Site works, paving and drainage
  • Interiors and finishes
  • Accessibility observations

The deliverable that matters commercially is the cost table: immediate repairs, then a replacement reserve forecast across your hold period. That is the number that moves a negotiation.

What the baseline explicitly excludes. No destructive testing. No laboratory analysis. And no full code-compliance review unless you buy it as a supplemental service. Zoning sits outside the baseline scope, which is why a zoning report is a separate purchase, and it is the same trap as Table A Item 6: the thing you assumed was included is not.

That last column is the real difference. A Phase 1 ESA is how a buyer qualifies for the CERCLA landowner liability protections, so it has a legal reason to exist that a lender cannot waive away. A PCA has no equivalent defence behind it: it is ordered because the lender wants it. That makes it standard on CMBS and agency debt, and negotiable elsewhere. Ask early, because the answer changes your budget.
