About Beacon Environmental Consultants
Beacon Environmental Consultants, LLC is a small Maine-based environmental consulting firm with its mailing address in Windham, just northwest of Portland. It works in four areas: environmental assessments, Brownfield investigations, environmental sampling and remediation, and environmental compliance.
The firm is led by its President, John Cressey, a Maine Licensed Geologist who also holds professional geologist licenses in New Hampshire, Georgia and Tennessee. He has worked in environmental consulting, contracting and hazardous waste consulting since 1996, and Beacon says he has been involved in some of the largest Brownfield projects in the State of Maine. Nicole Cressey, the Chief Operating Officer, comes from the insurance and risk management business.
Beacon pitches itself on scale and access. It describes itself as a small business offering personalized service at an economical price, and says it has a good working relationship with regulators at the State and Federal level, which it uses to get quick answers for clients.
Services Offered
Phase 1 Environmental Site Assessment
Beacon performs Phase 1 Environmental Site Assessments to ASTM E1527-21, the current standard, which complies with the EPA’s All Appropriate Inquiries requirements. As the firm explains, a Phase 1 normally involves no sampling of soil, air, groundwater or building materials. It ends with a list of Recognized Environmental Conditions, opinions and recommendations so the client can decide how to move forward.
Beacon says its staff have performed more than 500 Phase 1 ESAs since 1998. It also says it aims to explain the process without overly technical language, which is useful for a first-time buyer whose banker or lawyer has just asked for “due diligence”.
Phase 2 Environmental Site Assessment
When a Phase 1 finds RECs, Beacon performs Phase 2 ESAs to ASTM E1903-19. Depending on the RECs, the work may include soil, groundwater, pore water, soil gas, sub-slab vapor or ambient air sampling. Beacon draws on its experience with the Maine Department of Environmental Protection (MEDEP) and the EPA. As part of a Phase 2 it may recommend applying to the State for a release of liability for the conditions found, which can require cleanup, engineering controls, or nothing at all.
Other Environmental Services
- Brownfield investigations and redevelopment support
- Underground storage tank assessments
- Environmental sampling, including landfill monitoring wells
- Vapor intrusion work, including sub-slab investigations
- Environmental remediation oversight, such as pesticide-impacted soil removal
- Environmental compliance services
Service Area
Beacon describes itself as Maine-based, and this listing records Maine only. Its Phase 2 work is framed around MEDEP, the Maine regulator. The president is also licensed as a geologist in New Hampshire, Georgia and Tennessee, but the website does not offer Phase 1 work in those states. If your property is outside Maine, ask Beacon directly.
What to Expect
Beacon quotes per job. Its website publishes no price range for any service, though the firm says it will explain “what the real costs should be”. Property type, size, site history and lender requirements will set the number. For typical market prices, see our Maine Phase 1 ESA cost page.
If a Phase 2 becomes necessary, ask Beacon early whether a State release of liability is realistic for your site, since that shapes what the sampling has to show. Our Phase 2 ESA cost guide covers what drives that price.
What to Provide for a Quote
- Property address, type and approximate square footage or acreage
- Your lender, and any report standard or format it requires
- Your closing date and the date you actually need the report
- Any prior environmental reports, and known past uses such as fuel storage, dry cleaning or agriculture
- Whether you expect to apply to the State for a release of liability
Best For
- Maine transactions where a local firm with MEDEP experience is useful
- First-time buyers who want the Phase 1 explained in plain language
- Brownfield and redevelopment sites, where Beacon’s principal has deep Maine experience
- Properties likely to need a Phase 2, since Beacon carries the work through sampling and the State liability-release process
