About Creekside Environmental
Creekside Environmental Consulting, LLC was founded in April 1998 and works from 40 SE 24th Avenue in Portland, Oregon, with a second office in Pismo Beach, California. Its principal environmental consultant, Brent Jorgensen, has over 35 years managing environmental projects and more than 30 of those as a consultant to Northwest clients.
They publish their volume, which almost nobody does
Most consultants describe their experience in adjectives. Creekside gives numbers: over 600 Phase I ESAs, 200 Phase II ESAs and 200 hazardous materials assessments over the past twenty years. Whatever else that indicates, it means Phase 1 work is routine here rather than an occasional add-on to a remediation practice, and it is a claim a client can hold them to.
They also state over 40 “No Further Action” determinations obtained for clients. That is the number worth paying attention to on a contaminated or suspected-contaminated site.
Why NFA determinations are the interesting part
A Phase 1 ESA tells you whether a recognized environmental condition exists. It does not close anything out. When a site has a real problem, the outcome that actually unlocks a transaction is a regulator agreeing that no further action is required, which in Oregon means the Department of Environmental Quality.
That is a different skill from writing assessments: it involves negotiating scope with a regulator, running the cleanup or demonstrating why none is needed, and getting a written determination. A firm that has done it forty-plus times is a different proposition from one that hands you a report identifying a problem and stops. If your deal involves a known REC, a brownfield parcel, or a site with historical industrial use, that track record is the reason to shortlist them.
