About E & A Consulting Group
E & A Consulting Group is a planning, engineering, environmental and field services firm based in Omaha, Nebraska. Leon Black and Don Elliott started it in Omaha in 1966 as Elliott and Black, and its early work included residential sanitary and improvement district projects and work for the Nebraska Department of Roads. The firm opened a second office in Lincoln in 1998.
Today E & A works for both private developers and public agencies. Its practice areas are civil engineering (land development, site development, transportation and water resources), planning and landscape architecture, land surveying, environmental services and construction field services.
It appears in this directory because it covers both of the core due diligence reports a commercial lender usually asks for in Nebraska: the ALTA/NSPS Land Title Survey and the Phase 1 Environmental Site Assessment. Both are done by its own staff rather than subcontracted.
Services Offered
ALTA/NSPS Land Title Survey
E & A’s ALTA survey page says its survey team completes approximately 100 ALTA surveys each year. The firm describes the survey as combining boundary and topographic data with easement and title research, and documenting floodplains, encroachments, access, rights-of-way, zoning requirements and building setbacks for buyers, lenders, title companies and developers.
Delivery model: in-house. The ALTA page refers to “our Survey team”, and the firm’s team page lists several staff holding the Professional Land Surveyor (PLS) credential. There is no sign of the coordinator model, where a national firm subcontracts the fieldwork to local surveyors. The same survey group also does boundary and right-of-way surveys, topographic surveys, legal descriptions and construction staking, using GPS, total stations, scanning and drones.
Before you request a quote, decide which Table A items your lender and title company need. The Table A list is the biggest variable in ALTA scope and price, and it is the first thing a surveyor will ask about.
Phase 1 Environmental Site Assessment
E & A’s environmental scientists perform Phase 1 ESAs to identify Recognized Environmental Conditions: the presence or likely presence of hazardous substances or petroleum products on the property or on an adjoining one. The firm notes that a Phase 1 completed before purchase supports the buyer’s defence against cleanup liability under CERCLA, and that a Phase 1 typically takes 3 to 4 weeks, mostly for records research.
For SBA-backed loans, E & A also performs the lighter Records Search with Risk Assessment (RSRA) and Transaction Screens, the limited investigations some lenders start with before deciding whether a full Phase 1 is needed. See our SBA loan requirements guide for when each applies.
The E & A Phase I page does not name the ASTM edition it works to. The current standard is E1527-21, and most lenders now ask for it by name, so confirm that on your quote.
Other Environmental Services
- National Environmental Policy Act (NEPA) reviews for federally funded projects
- Wetland delineation and coordination with the U.S. Army Corps of Engineers
- Spill Prevention, Control and Countermeasure (SPCC) plans
- Industrial stormwater permitting, inspections and benchmark monitoring
- Erosion and sediment control and post-construction stormwater inspections
- Avian nest surveys ahead of tree clearing
Service Area
E & A works from two offices, in Omaha and Lincoln, Nebraska, and that is the area recorded on this listing. The firm describes itself as rooted in the Midwest and serving clients across the region, but its website does not name other states. For a property outside eastern Nebraska, ask which office would staff the field work.
What to Expect
E & A quotes per job. Its website publishes no price range for any service. Acreage, Table A items, property type, site history and lender requirements will set the number. For typical market prices, see our Nebraska ALTA survey cost page, the Omaha ALTA survey cost page and the Nebraska Phase 1 ESA cost page.
If you need both the survey and the Phase 1, ask E & A to price them together and separately. Ordering both from one firm means one point of contact for the lender, but you only see whether it saves money if you ask for both numbers.
