About Fleis & VandenBrink
Fleis & VandenBrink (F&V) is an employee-owned civil engineering and architecture firm headquartered in Grand Rapids, Michigan. Larry Fleis, PE, and the late Steve Vanden Brink, PE, founded it in 1993. It has grown from two people to nearly 300 professionals working from offices across Michigan and Indiana, and it is owned by its staff through an Employee Stock Ownership Plan. John DeVol is president.
F&V’s core business is civil and municipal engineering: roads, water and wastewater systems, and public infrastructure. Its staff also includes surveyors, geologists and environmental scientists, which is why it appears in this directory. F&V also wholly owns F&V Operations and F&V Construction. The firm says nearly 90% of its work each year comes from repeat clients.
For a commercial real estate buyer, the useful point is that F&V performs both an ALTA/NSPS survey and a Phase 1 Environmental Site Assessment itself, so one firm can cover both reports on the same deal.
Services Offered
ALTA/NSPS Land Title Survey
F&V lists ALTA/NSPS Land Title Surveys among its surveying services, alongside boundary, topographic, as-built, right-of-way and easement, and control and GPS surveys. Its surveying page says the work supports commercial businesses with site development and property transactions.
Delivery model: in-house. F&V’s surveying page describes the work as done by “our surveyors”, working with its own engineers and inspectors, and the firm lists surveyors among its staff. There is no sign of the coordinator model, where a national firm subcontracts the fieldwork to local surveyors. F&V does not publish how many licensed surveyors it employs. An ALTA survey must be sealed by a surveyor licensed in the state where the property sits, so for an Indiana property, ask F&V to confirm who will seal the plat.
Before you request a quote, decide which Table A items your lender and title company need. The Table A list is the biggest variable in ALTA scope and price.
Phase 1 Environmental Site Assessment
F&V performs Phase I and Phase II Environmental Site Assessments and says its staff routinely work with attorneys, developers and lenders on residential, commercial and industrial properties, as well as confidential mergers and acquisitions. A Phase 1 performed to the EPA’s All Appropriate Inquiries rule identifies Recognized Environmental Conditions before you buy.
The F&V website does not name the ASTM edition it works to. The current standard is E1527-21, and most lenders now ask for it by name, so confirm that on your quote.
Michigan-Specific Environmental Work
F&V lists Baseline Environmental Assessments (BEAs) and due care evaluations and documentation. Both are Michigan-specific steps for buyers of contaminated property, and become relevant when a Phase 1 finds a REC on a Michigan site. Other environmental services include:
- Phase 2 ESAs and environmental property assessments
- Vapor intrusion and soil gas assessments
- PFAS sampling, monitoring and mitigation planning
- Soil and groundwater remediation design and oversight
- Hazardous materials surveys and asbestos inspections
- Underground storage tank closure and removal
- Wetland delineation and permitting
- Brownfield redevelopment, funding strategy and grant support
Service Area
F&V serves Michigan and Indiana, with its headquarters in Grand Rapids and offices in cities including Farmington Hills, Grand Blanc, Kalamazoo, Midland, Muskegon, Traverse City and Gaylord in Michigan, and Fort Wayne, Indianapolis and Danville in Indiana. The surveying and environmental project examples on its website are in Michigan, so for an Indiana property ask which office will staff the work.
What to Expect
F&V quotes per job. Its website publishes no price range for any service. Acreage, Table A items, property type, site history and lender requirements will set the number. For typical market prices, see our Michigan ALTA survey cost page, the Grand Rapids ALTA survey cost page and the Michigan Phase 1 ESA cost page.
If you need both the survey and the Phase 1, ask F&V to price them together and separately. One firm doing both means one point of contact, but you only see whether it saves money if you ask.
What to Provide for a Quote
- Property address, type, and acreage or square footage
- Your lender and title company, and the Table A items they require
- Whether you need the ALTA survey, the Phase 1, or both
- Your closing date and the date you actually need each deliverable
- Any prior surveys, title commitments or environmental reports
Best For
- Michigan transactions needing both an ALTA survey and a Phase 1, from one firm with in-house surveyors
- Michigan sites with known contamination, where BEA and due care work follow the Phase 1
- Brownfield redevelopment, where F&V also helps find grants and low-interest funding
- Buyers who want a large regional firm with offices across Michigan and Indiana

Benchmark ranges for a standard commercial parcel in the states this provider covers, so you can sanity-check a quote before you request one. These are market figures, not this firm's rates — it publishes none.
| State | ALTA survey | Phase 1 ESA |

| Indiana | $2,550–$6,800 | $1,615–$4,250 |

Prices are what each firm publishes on its own website. "Quote only" means the firm offers the service and publishes no rate, which is the norm. "Our read" is our own three-way band across the customer review sources we hold for each firm, not any platform's score restated. Each provider page names the sources behind it.
