About Waite-Heindel Environmental Management
Waite-Heindel Environmental Management (WHEM) is a Vermont-based environmental firm with its office in Burlington. The current firm was established in 2003, but it continues a practice that goes back further: its predecessor, Heindel & Noyes (earlier Wagner, Heindel, & Noyes), was established in 1980. WHEM says that together they have served engineers, municipalities, lending institutions, law firms, realty agencies, property owners and industry for more than 45 years.
WHEM is small. It says it employs eight people, most of whom hold advanced graduate degrees or professional licenses in geology, hydrology, drinking water, wastewater and other environmental sciences. Its team page lists Miles Waite, PhD, PG, as Principal Hydrogeologist, alongside senior hydrogeologists Craig Heindel, CPG, and Chandler Noyes, PhD. The firm lists licensed professional geologists, licensed wastewater and water system designers, licensed asbestos site inspectors and qualified environmental professionals among its staff.
The hydrogeology background is the firm’s distinguishing feature. Much of WHEM’s work is groundwater, water supply and wastewater design, which gives its due diligence team direct experience with how contamination actually moves through soil and groundwater.
Services Offered
Phase 1 Environmental Site Assessment
WHEM routinely performs Phase 1 Environmental Site Assessments for property transactions, to ASTM E1527-21, the current standard, or to ASTM E2247-23, the standard for forestland and rural property. Both satisfy the EPA’s All Appropriate Inquiries rule. The E2247 option is worth noting in Vermont, where large rural and forested parcels are common.
A Phase 1 identifies Recognized Environmental Conditions through records review, site reconnaissance, historical research and interviews. It is the report most commercial lenders require before closing.
Phase 2 Environmental Site Assessment
If a Phase 1 finds a REC, WHEM performs Phase 2 ESAs to ASTM E1903-19. If contamination is confirmed, the firm says it can support the client through the corrective action process and remediate the property. Its hazardous materials practice covers testing and remediation of PCBs, PFAS, petroleum, chlorinated solvents and heavy metals in soil, soil vapor, water and air.
Brownfields
For blighted properties headed for redevelopment, WHEM says it has a strong Brownfields record and is on the pre-approved consultant shortlists for the State of Vermont and for five regional planning commissions in the state. For a buyer relying on public Brownfields funding, a consultant already on those lists can simplify the process.
Other Environmental Services
- Corrective action plans and vapor migration studies
- Soil quality testing and urban development soil identification
- Fuel oil tank removals
- Septic assessments and failed septic design and permitting
- Act 250 and subdivision permitting, source protection plans and indirect discharge permits
- Water supply siting and testing, and groundwater and surface water investigations
Service Area
WHEM describes itself as Vermont-based, and this listing records Vermont. The firm says its team works on projects throughout New England, New York and Utah, but that statement covers all of its services rather than Phase 1 work specifically. If your property is outside Vermont, ask WHEM directly.
What to Expect
WHEM quotes per job. Its website publishes no price range for any service. Property type, size, site history and lender requirements will set the number, and the choice between an E1527-21 and an E2247-23 report may matter for rural land. For typical market prices, see our Vermont Phase 1 ESA cost page and the Phase 2 ESA cost guide.
What to Provide for a Quote
- Property address, type and approximate square footage or acreage
- Whether the property is forestland or rural land, which may suit an E2247-23 report
- Your lender, and any report standard or format it requires
- Your closing date and the date you actually need the report
- Any prior environmental reports, and known past uses such as heating oil tanks, fuel storage or industrial activity
Best For
- Vermont transactions where a local firm can reach the site quickly
- Rural and forested parcels, where WHEM offers ASTM E2247-23 reports
- Brownfields redevelopment, given WHEM’s place on the State and regional pre-approved consultant lists
- Sites with groundwater or water supply questions, where a hydrogeology-led team is useful
