About CBRE Land Surveying (Millman National Land Services)

This is CBRE’s national Land Surveying & Zoning practice, the firm’s dedicated ALTA survey arm. It sits inside CBRE’s Assessment & Consulting Services platform within Valuation & Advisory, and it is the business CBRE acquired in May 2023 as Millman National Land Services, whose roughly 75 staff moved across at the time. Both brands are still in use: CBRE markets the practice as Land Surveying & Zoning, while millmanland.com is still live under the Millman name. If you are comparing “CBRE” against “Millman” as two candidate surveyors, they are one firm.

What CBRE says it delivers

Per CBRE’s own service page:

• ALTA/NSPS surveys in all 50 states, sold to both high-volume multi-site transactions and single-site projects
• Licensed, in-house staff, per CBRE. CBRE states it directly oversees its people and manages every element of a transaction in-house. The Millman site describes the delivery model differently, and the gap between the two is worth reading before you assume in-house crews everywhere (see below)
• Mixed technical and legal teams on each assignment: surveyors, attorneys, researchers and paralegals, with a project manager as the single point of contact
• Dedicated zoning reports alongside the survey

That last item is the practice’s clearest differentiator, and it is more than a zoning letter. A CBRE zoning report covers the property’s zoning requirements, written verification of the zoning from the municipality, copies of the building’s certificate of occupancy, and copies of the pertinent sections of the municipal zoning code. Zoning determinations are made ahead of the survey being finalised, so a zoning problem surfaces while there is still time to renegotiate rather than at closing.

In-house or coordinated? The two sources disagree

This is the one thing worth checking directly, because the firm’s own two websites describe the delivery model differently.

CBRE’s practice page says the work is done by licensed in-house staff whom it directly oversees. The Millman site, describing the same business, says it “provides coordination of ALTA Survey land surveying solutions” and that it “maintains control of our talent where possible and coordinates with vetted partners to ensure all elements of your transaction.”

Those are not the same claim. One describes employees; the other describes a coordinated network with partners filling gaps. Both models are legitimate and plenty of national firms run the second one well, but they fail differently when a deadline slips, and only one puts the crew under the vendor’s direct control.

There is at least one concrete instance of the coordinated structure in their own footer:

“All surveying work offered/performed on North Carolina projects and from the Kitty Hawk location are being offered/provided by the associated firm, Millman Land Surveying of North Carolina, PLLC.”

That is normal. Surveying is licensed state by state and national firms routinely hold separate professional entities per jurisdiction. It is simply evidence that “nationwide” here means a structure, not one office with crews in fifty states. Ask which entity will seal your drawing and whether that surveyor is an employee. Beyond the survey

Two service lines sit alongside ALTA work and neither is common among surveyors:

• Zoning reports, covering zoning requirements, written municipal verification, certificate of occupancy copies and the pertinent code sections. Determinations are made ahead of the survey being finalised, so a zoning problem surfaces while there is still time to renegotiate. Worth knowing before you compare quotes: your surveyor never researches zoning, because Table A Item 6 only transcribes a report you supply. Buying survey and zoning from one vendor removes that handoff rather than adding a service.
• Virtual Site Walk, a remote property inspection using drone and live broadcasting technology over satellite connectivity, pitched at buyers and sellers who cannot get to the asset.

They also run a telecommunications and cell tower survey practice, which is a distinct specialism from commercial ALTA work.

For buyers, the practical read: this is the option to shortlist when a deal is multi-site, when the lender wants survey and zoning from one accountable vendor, or when in-house crews matter more than the lowest quote.
